Want to hear a funny? I volunteered to be on P&T the year before I went up for tenure, because I wanted to know what the process was and how it really worked. Meaning I was on the committee before I had tenure (not good or according to the bylaws and relevant regs). I made this clear when I nominated self. The faculty voted me in anyway. And there were others on the committee already that didn't have tenure. Which I know because I read their dossiers when they went up for tenure.
Academia is nothing if not flexible in drafting people onto committees.
